No, I don't think it's hard to develop for at all. What's hard though is taking existing game engines developed for other platforms and really take advantage of all the power available under the hood. I already talked about this a year before the PS3's release, stating multi-platform games developers may dislike the PS3's design because of this. Building game engines from the ground up to take advantage of the Cell's SPUs should result into unparalled gaming/multimedia performance.
