Original XBOX was announced in may of 2000 by Bill Gates

Xbox 360 was announced on MTV in May of 2005 and then released that november

PS2 was announced in March of 1999

PS3 was announced in May of 2005

PSV was announced in January 2011

WiiU was announced April 25, 2011

Gamecube Successor (Wii Codenamed Revolution) Was announced March 2005

Nintendo DS was announced January 2004

3DS was announced on March 23 2010

Gameboy Advance was announced on September 1, 1999


Do you see a pattern here? E3 is when they give details, not announce.  

E3 is generally more of a line on the calendar before.  While people don't expect an announcement at E3, what is expected to be seeing is an announcement BY E3, or not seeing a game released during the year E3 was out.  E3 will often fill in with details though.
