Sort of, but not really, just because there isn't a direct link between the subsidies and the need to raise revenue for the subsidies. Cheaper milk is a benefit we reap as US citizens, but not something we directly pay for.

Speaking of you, Troll_Whisperer, your current host-country is absolutely infamous for its farm subsidies. The Japanese government pays for so much rice to be made (but a more expensive type of rice than is made in other countries) that it literally just goes to waste.

I don't doubt it, Japan is an extremely protectionist country. Europe is not very different either. I heard in Spain the often plant whatever is subsidized by the EU at the moment, even if they know the soil and weather conditions are not the best, and let it all go to waste. 
Not sure it's true but I wouldn't be surprised.
