Sort of, but not really, just because there isn't a direct link between the subsidies and the need to raise revenue for the subsidies. Cheaper milk is a benefit we reap as US citizens, but not something we directly pay for.

Speaking of you, Troll_Whisperer, your current host-country is absolutely infamous for its farm subsidies. The Japanese government pays for so much rice to be made (but a more expensive type of rice than is made in other countries) that it literally just goes to waste.
