Planned Parenthood provides an essential national healthcare function. Its services have to exist in some form or other on a purely lifesaving basis.

PBS/NPR are nonessential, agreed, but represent a tiny amount of government spending and indeed government funding is only a small source of their funding (they wouldn't go away if funding was cut). There are certainly better cutting targets than this.

What we can 'start' with is the defence budget. Cutting everything nonessential to the defence of the 50 states and their citizens should save at least 10% of ALL US expenditure.
