I wouldn't connect ebonics to dumb black people, I think it's more a way to feel part of a community, but in my limited time in South Carolina I saw young and old black people talking this way. It seems that some people connect this jargon to gansta attitudes, but in origin I wouldn't say that people that find it funny are racist per se. I find it interesting in a cultural way, only that.
