In the case of 'The Last Of Us', yes it is new, i agree with you. But what about games like GTA V and BioShock infinite? They are no doubt additions to already established franchises, like Ascension and Judgement are, and one of them is actually not a sequel. So tell me, why are people excited about them? What new innovation are they bringing to the table?

It's been years since we've had a GTA or BioShock game. GTA V should be more technically impressive by leaps and bounds, and BioShock: Infinite is almost like a completely different game. Both will expand upon an existing universe in new ways. That people are hyped for these titles is expected.
Ascension is getting a lot of attention because of its multiplayer, but it's also been three years since GoW 3. Judgements, on the other hand, is getting less buzz so far because it really does seem like a spin-off. A Different World relative to The Cosby Show, so to speak. Gears 3 wasn't that long ago, either. Of course, that could change if they start releasing details that show it brings something new to the table, but right now it doesn't seem to be grabbing people's attention.

Okay but which do you think would be the better of the two -- Ascension or Judgement? I'll go with Ascension.

I don't know about quality, but Ascension looks to be the more interesting game. It brings something new and it's also about the main character of the series. Judgement really does feel like a less important spin-off, so far, intended for those who just want another Gears fix. Again, that's just an initial impression, which could change as they release more information. The Judgement trailer did nothing for me. Also, having three years between releases will make people want a God of War release more.
