Same concept, HDD are rotational disks that gets read by a needle, so supposedly the faster the RPM, the faster the drive, but since the PS3 has such low spec SATA connection, it can't even cap a 5400 RPM drive so getting a 7200RPM one would be a waste, you can only get faster and more constant response time if you get a SSD on it, which would be a complete waste of money.
