Just to add, I don't think Pennsylvania needs the course-requirements considering how 1/10 of the population has hunting licenses which is about the rate of how many background checks are done for gun owners. So a sizable portion of the gun owners are also hunters it seems. As for those who don't hunt, I'd think they'd learn from somebody who does.
