Yeah sure, because the consoles' versions look anything like the PC versions.

They could scale the game to run on the Vita as well, if they so wished. It wouldn't look anything like they originally had in mind (hint: PC version).

As I stated before, the money is on consoles, not on PC where piracy is king. So it's only natural that the developers will want the next gen consoles to deliver enough horsepower to make their vision come true in their games.  Not having to scale them back imensely due to a shortage of RAM (being the major culprit), like they had to during this gen's consoles.
