I'd take it with a grain of salt. No where does it indicate 28nm, even though AMD has said that 28nm fabrication process and Steamroller will be delayed.
The TDP for those seems to remain constant with a slight improvement for the CPU and a good jump to next gen integrated GPU for the APU. All points to 32nm.
And yes, if the PS4 is to have an APU, this would be the one it needs at least.
