That's the marketing... Sony want to push 4k sales for public witht he new PS4... and there is no cost for add that because like I said any low GPU can decode and output video in 4k (the limitation was the HDMI version).
Here in Brazil Sony already launched TV with 4k plus 3D... so I'm sure the rest of the world already have these TVs too.
