Early Feb? You'll be just months away from Haswell, Socket 1150 motherboard, and even possibly HD8000/GTX700 series GPUs. It would really be a shame to buy IVB CPU with Haswell launching in April! Also, if your budget is $1,200-1,500, it would mean either HD7970/GTX680 which will be a huge waste of $ at that point given their near EOL situation or going with dual-GPUs which isn't ideal since it's possible next GTX780 could end up being a beast. :)

Anyway, if you are going to push your build all the way to February, might as well push it to April unless you are OK with the idea of spending $1,200-1,500 and all of the key parts becoming last generation in a matter of months. It's not that they'll be slow, but the idea of spending $1,200-1,500 on 2 year old CPU architecture and more than a year old GPU architecture/tech just doesn't sit well. If you are going to spend that much, might as well get the latest tech. I think on the GPU side, it's possible there will be fire sale discounts on current gen cards as they are phased out but as far as the CPU goes, you really should wait for Haswell in that case.
