It might be easier for people to say Nintendo is slow and Microsoft is fast! Its about as obvious that theres no logic to it.

28% difference...not insignificant. Not saying I think that's the difference between fast and slow, but 28% is 28%. 

And what do you gather that translates to in game performance? You think we will have 28% better games on the Xbox?

Well I'm not saying 28% more fun or 28% better...but I guess it means potential for more in games. Key word being potential. 

But I have no idea what technical specs mean, it's all Greek to me.
