Is it fake... highly unlikely.

Fake reviews on Glassdoor exist, but they're the overly positive ones.   HR people use their credentials to post on the website and leave nothing but positive reviews.

 

As for NDA's.   You can't hit someone with an NDA suit if you can't identify them. 

This is the extent of their certification process:

"The Glassdoor team reviews every piece of content submitted by users, so please be patient. Contributions with the 'Pending' status are being reviewed, and will appear on the site once they are approved.

Note: Reviews older than 30 days may not be edited."

No it isn't.  That's the third step of their certificaiton.

"Since we're unable to fully verify the identity of an anonymous user, we require each user to certify their employee relationship to the company when they post any content. We also require all users to validate their email address before their posts are made available to the community. This verification process allows us to put measures in place to identify suspicious users and/or posts. And all of these, combined with active community moderation and our commitment to review every post, allow us to have confidence in our information."
