Of all the complaints about GTA IV, very few people complained about outdated gameplay. Regardless of whether it was outdated, its safe to say many people didn't mind it. And a developer's job is to please consumers. With that said, they dont have to make any drastic changes to a core formula if it consistently proves to work well, especially not to please an incredibly small minority.
