Smartphones started getting released in 1999/2000 with Blackberry phones and multiple devices released by various large manufacturers (in fact, Motorola, Sony and Nokia (IIRC) all released touch-screen smartphones in 2001) ... Microsoft saw the market opportunity, produced their operating systems and paired up with companies for the past 12 years, and still sits with single digit market share.
Microsoft can't muscle their way in because what people want from a desktop OS is dramatically different than they want from a mobile OS.
