It seems a bit unfair to blame Android for your family being so poor or stupid to buy extremely cheap smartphones and then expect them to have the same processing power as top-notch devices. If your family can only afford 19 Euro smartphones, be glad they're even able to buy a smartphone that will still do almost anything a several hundred Euros device can, just slow as hell.
On topic: Android not being the most popular choice in enterprise environments seems plausible to me. Android's key to success in the consumer market is offering the best value for money, being an open system where the user has far-reaching control over his device, and customers being able to choose between hundreds of models. In enterprise environments however, that's not important, it's even rather disadvantages.
