A lack of dedication to a higher power is also to blame. We tell our kids that Science says they're just advanced animals, morality is relative, and there are no consequences for their actions beyond this life, then we're surprised when they act like animals. Without a higher moral code backed up by faith in a higher power, our society is doomed. If one believes that death is an ultimate escape, what's to stop a distrubed individual from carrying out a senseless act then offing themself? If you believe that death is a gateway into judgement for how you live your life, this is not such a tempting option. The real problem is the soul of the individual, and that cannot be solved by laws.
