An argument could be made for virtually every highly rated game with high end graphics: the game play and story will not appeal to all game players.
For me: Final Fantasy XIII, Prince of Persia (2008), Assassins Creed and Resident Evil 5 all had excellent graphics but the game play in all of those games were shallow and lackluster.
The top games that managed to bring top graphics and game play together as a complete package this generation were Uncharted 2/3, Gears of War series, Skyrim, Bioshock, GTA IV and Portal 2.
