That couldn't be case and point. The industry isn't structured that way. That was your opinion against mine, were both not wrong. It's all "up in the air". We're just debating on the net cos we can!

High end PC games can be played on lower tech. They're usually 3 main structures of software/hardware recommendations. Minimum, recommended and optimum, usually, the spectrum is quite large too. My brother spent bucket loads on his pc when GTA 4 was released and he couldn't run it on full spec till a patch came out or something like that but if the gaming industry was more pc focused, that wouldn't have happened. Some games like Assassin's Creed III for example came out on pc much, much later than it's console counterparts even though it was developed on pc's and pc's could run it easily.

Both occasions was because the companies were clearly focused on the larger base, as they logically should be. Hypothetically though, it wouldn't have happened if the world was dominated by pc gaming.
