After these things happen, the shooter usually turns out to be someone isolated for their whole lives; that exhibited warning signs like violent writings or interests for years beforehand, and that"everyone" thought was weird. But the American culture leaves that kind of person to their own thing. If you're not in the 'in' group in school you are very much 'out'.
I don't know if that's true here, but the lesson from previous shootings is that that kind of person needs extensive counselling from early on.
