The Ouya is, as they admitted it, meant to be a "disruptor" in the market place, much like what the Playstation did.
Anyone who owns an Ouya can develop games for it. This is a completely different strategy of the consoles with lockdown on the indie marketplace, and more geared towards the old days when you could program a game on your Apple IIe, Atari ST or Amiga and publish it. If it gets a lot of indie developers ion board, it may catch the big consoles out, and they'd be forced to shift their policies accordingly.
