Hard to squeeze the entire full potential out of a console, considering so many different techniques that can be used, and that's even more relevant for multi-platform games.
Keep in mind that no games console has ever been fully optimised in history. The real issue is, whether the benefits of optimisation outweigh the benefits of new hardware or not...
