Could Microsoft have paid for their chips to be made first to ensure they beat Sony to market?

If it is a problem where Microsoft's IC is causing a delay with Sony's IC, then it would be a problem with the process that'll impact both.  In other words, it isn't a problem with Microsoft's design, but with the process.
