It either packs the power of a PC or costs $149-$249, achieving both things is almost impossible (unless Valve goes crazy and loses more money than Sony did with the PS3).
Nope, if they are serious, the minimum specs would include a quad core paired with an HD7870 or GTX660Ti and 4 or 8 GB of RAM for not more than $400. Lower specs than that and most of the Steam users won't bother buying it.
