The minimum price thing does suck if true, developers should be allowed to set their own price, I can only imagine Microsoft use it to try and stop prices being driven down through competition which is pretty crap for the consumer.
I agree with strict controls to ensure quality but artificially raising the price or having moving goal posts for developers isn't acceptable behaviour imo.
