Depends on the list. If its a list that excludes PC/360 exclusives and Kinect games (like this list), then the PS3 usually does receive more exclusives, even without the delayed/unreleased ones. Especially in recent years. Also, I can only assume you're not considering the Wii, since the Wii typically has more exclusives in these types of lists.
