Is Final Fantasy XIII-3 really needed?

the second wasnt needed clearly by the ending of the 1st. it was a clear cut ending. But business is about making money and they knew a second one would and did make them profit. and lightning returns will aswell. as they reuse assets etc production will be alit cheaper. thats all there is to it really
