Last time I hired someone, I had to go through some 50 or more applications. Many of which were incomplete or so poorly written that I would be putting more effort into responding to them than they put into applying for the job. Why on Earth should I have to waste time telling the 49 other people that we found someone with more experience and/or who seemed like a better personality type for the job when it should be patently obvious that that was the case when they didn't hear back?

Because it creates an atmosphere of transparency, and allows people to improve themselves

I for one have no damn clue why i'm being passed over for all kinds of work, from 30K+ a year jobs to minimum-wage grunt work. Especially given how well-liked i've been at jobs i've actually had. Which of course feeds a sense of paranoia and a desire to scapegoat anyone.
