Xenius Character Enhancement has already improved them a lot
. There's enough mods to improve on every area of the game, which is quite amazing as I recall that it took almost two years before a decent overall texture mod was available for Oblivion, and this was with the toolkit available since the game launched.
And yes, it's fairly low on sys reqs. My laptop can easily run almost 100 mods at Ultra and still get playable FPS. It's probably one of the saving graces of the Gamebryo engine, to be fair. As buggy as it might be, at least this recent version has some decent optimization.
