I live in the US and I got the game two days ago, also only paid $35 for the deluxe edition. http://cdkeyshere.com/
I dunno if it's supposed to work in the US but uplay didn't stop me and if the key weren't legit I'd think ubisoft would know.
It's pretty fun, the main character and his friends are all douche bags though.
