Well,. I know nothing of tech so I'm just gonna go a head and trust you on this. I wouldn't mind if Wii U got lower graphics compared to PS720, but if the core game play is effected, like you suggest, we'll have another Wii situation and I'll make a "Nintendo betrayed us" thread.

If there is a large gap a lot of developers may simply fork off their old engine design and use that for the Wii U whilst developing entirely new engines for the next generation Xbox and Playstation consoles, kind of what happened with the PS2 games getting ported to the Wii.
