You're paying to use Microsoft's service. There are online subscriptions to magazines, premium versions of IGN, VGChartz (aka VGChartz Pro) porn sites (not that I'd know anything about that!). There are premium movie channels and packages that come along with satellite TV or Cable TV packages. The infrastructure is already there but you still have to pay to access certain parts of it.
Sony offers a service that uses online for free. Microsoft offers a service where you have to pay to access.
