I'm pretty sure you can get a cardio workout from an exercise "video" game. I belive the Nike + for Xbox 360 and Kinect does this. I'm pretty sure I even read about a professional athlete who gave it his endorsement of approval. Not as a paid endorsement, but his personal opinion of the product.
So, no. The Wii Fit might not really rise to the level of a cardio workout, but I wouldn't suggest Kinect isn't capable of helping to provide one.
