Hmm, can't really help you with the replace vs upgrade argument, but for the second one, I bought my 37 inch LCD Samsung (5-series) some 3 years ago for 500 bucks, so I'm not to sure whether 250 for 32 inch currently is a whopper of a deal...
The 46 inch LED you posted seems to be a pretty good deal for the 700 pricetag though, personally I'd go with that one if mine had broken and I had to pick.
