I doubt they'll shut down. Their games may not sell, but I don't think their budgets require much. They seemed to be fine for most of the generation when their games were selling 1.5 - 2.5m. I admit though, Fuse looks like its going to be one of their lowest selling games ever. They should have waited until next gen before making a new IP. I still think they'll survive though. They have to survive.
