It's not a matter of retaliation. It's a matter of quality. This isn't about free stuff. Think about it this way. If you have a game that you know is freaking awesome, you want EVERY reviewer in the world to pick up a copy. IGN is a great vehicle for generating positive buzz and sales IF you have a good product. Why wouldn't you send a copy of the Vita's biggest holiday release to the biggest gaming website? When you know it isn't good.

What? Where are these 3DS games getting rave reviews? Nintendo's biggest two releases this year, Paper Mario and NSMB2 are sitting at just above 75. Epic Mickey is being slammed by reviewers. Code of princess is getting mediocre reviews. Meanwhile, Persona 4 is sitting at less than a point below a 9.5.
That's not a complaint about Persona btw. It just demonstrates that there is no systematic bias against the Vita. Make a good game, get a good score. Simple.
