Because some people will still buy it unfortunately.

Just by being on a handheld with so little install base will hurt the sales. Gamers who paid attention to internet reviews won't buy the game (hopefully) and the normal consumer who owns a Vita (which is probably a really few percentage) will simple not care since they can buy the console version for just $10 more.
