It's a renmant territory gained after the Spanish-American war. 

I just looked it up and that was over 100 years ago, how come it wasn't considered to become a state till now?

Good question.

It hasn't.  It's been decades that puerto rico has considered statehood.

According to a friend of mine from PR, It's just most people don't want to pay taxes.  While there is also a 20% or so independence group.  If anything the independece group has been growing.

Congress has been too nice to force the issue so it's in limbo until something drastically swings them.

They might as well let it go then, most people never really considered it American anyway. Congress at least, don't seem too bothered, based on what you said
