Well there is a difference.
Take GOW3. Normal gameplay looks great. But the textures and effects are upped considerably on the fly for the QTE bits ( Not all, its fairly easy to see when this happens ).
For example the battle with Hercules is all realtime. The texture work on Hercules is fairly average compared to say fighting Poseidon.
Uncharted 2 for example. Looks at its best when the player control is taken away. The normal gameplay of climbing, and gunfights has worse explosions and less detail on textures. Its pretty easy to see. Notice the same with games like Dantes Inferno, the new Assasins Creed 3 and Max Payne 3 to name some more.
Clever tricks, but becoming to common, and not really where I ope gaming continues to go.
Hopefully with more power next generation more developers will opt for huge moments in games to be in full realtime like Watchdogs, and Even the big moments in Halo 4.
