Microsofts contract is only for the "Modern Warfare" series of games it seems.
They release a Halo every other year though, so maybe that could be the reason? They prefer to bundle an exclusive instead of a multi-plat if they get the chance.
At Black Ops release they had Halo Reach, this year they have Halo 4. Makess sense.
