That's an interesting point and mostly true. I think manga, however, has proven that females can make excellent lead characters, so the blame for this has to rest elsewhere.
Chris Claremont was probably one of the first to create viable female superhero characters with the X-Men, which remains one of the best series at utilizing them well, but female characters have been a failure in most other regards, though Witchblade and a few others became popular mostly by playing up the cheesecake aspect. Some very interesting things were done with Batgirl, however, and a few others, and Magik with the X-Men is still one of my favorite characters ever.
