Yeah, every Anandtech article bemoans the lack of good cross-platform CPU benchmark tools. Linpack is available on both iOS and Android, but apparently shows some irregularities that leave Anand unsatisfied. Browser benchmarks vary and are subject to changes in software, but they do give an example of a real world task that CPUs have to perform.
Besides, it doesn't really matter if one device has a faster CPU if the other device outperforms it with superior software. What matters is how well and how quickly the task gets done, and hardware is just one link in that chain.
