They didn't exactly go all out in power this gen, the PS3's main cost factor was it's blu ray drive which at the time was extremely costly.

The Cell was still a costly investment in power that didn't pay off for Sony like they'd hoped.

As far as blu-ray, it's still clearly an example of them going all out for the time.  While I'm sure that the PS3's blu-ray capabilities helped its sales, it would have helped them far more to go with DVD and launch much cheaper, as the vast majority of games this gen did just fine on DVD and the few that required it could have easily just released on two or three discs.
