In Western europe most retailers will refuse to process credit or debit cards bellow a certain amount. And it has nothing to do with government regulations.

They just don't want to  have to incure costs related to processing small amount.

 

As for the US government at the same time they raised the cap they actually capped the amount bank can charge retailers for processing cards payment so it's not all black or white...
