I create web-based applications for a defense contractor. The stuff we create is very rarely given and external view, however, even we are now creating all our sites to be viewed by mobile browsers... i.e. smaller screens and touch. Everything is now HTML, scripting and HTML5 for a more robust scenario.
I don't see how anyone could not see that trend developing. Hell, even if Windows stops the fact it is trending downward... IE has already been replaced. Its not the #1 browser and that won't return. Browsers have standardized and it all comes to personalization, apps, and extensions/plugins. Far as web is concerned, OS is largely irrelevant.
