No, it is pretty accurate on this site.  The article says more than 46 million, so it somewhere between 46-47 million.  

The article is reporting shipped numbers, no way it could sell more than shipped.

Actually the article states "Since launch in 2001, gamers have purchased more than 46 million Halo games", it appears to be specifically referring to the consumers. To me this suggests that it is 'sell-through' and not shipped.

Its always shipped.
