For the same reason Microsoft does it every year, because the holidays are a good time to build your installed base. Consumers are actively looking for things to spend money on. Advertising a price drop is an effective hook. I know people who buy things because they're on sale even if they didn't really want those things in the first place. Also, it's likely that manufacturing costs on the Vita have fallen significantly over the last year.
And the "good decision or desperate move" question some people are advancing is false dichotomy without a lot of real world merit. I think it's a good move, but also one that's influenced by the low sales rate of the Vita.
