no not really these are still very early kits that are subject to change, very early dev kits can often lack features that will be in final hardware as final hardware is often bassed on hardware that doesn't fully exist yet. For example early X360 kits used older generation GPUs that lacked the unified shader architecture and eDRAM of the final hardware. 

One area that dev kits often end up higher spec than final hardware is RAM as dev kits use extra RAM for debugging. But as the dev kits aparently have more than 8GB/12GB of RAM cutting that down to around 6GB isn't a huge loss as that is still a huge amount of RAM. 

What this would tell us is that the final hardware will target performance compairable to a GTX570 and a likely very low clocked 8 core Sandy Bridge bassed/8 core AMD FX CPU with a lot of RAM. Which would be a very powerful system. 

It is possible that these rumours are total fabrication or final hardware will fail to meet the target specs of course. The PS3 did both with dev kits being underclocked (Cell at 2.4GHz vs final 3.2GHz) and final hardware missing targets (according to Kojima anyway).
